The Socio-Economic Rights and Accountability Project (SERAP) has urged Governor Akinwunmi Ambode “to take steps to immediately reverse the unfair and discriminatory toll charges at the Lekki-Epe Expressway and Lekki-Ikoyi Link Bridge toll gates by the Lekki Concession Company.
The group stated that this needs to be done, if the Lagos State government is not to run the risk of undermining the public interests, democratic values and accountability, and opportunities for participation.”
The organization said, “It’s time for Ambode to ensure and maintain a balance between the needs of the citizens and residents of Lagos State and the Lekki Concession Company. The authorities should respect and protect the right of protesters to demonstrate against the hike in toll charges and to voice their opinion. International human rights treaties ratified by Nigeria and the country´s own constitution obligate the government to safeguard the rights of freedom of expression, association and peaceful assembly.”
The new rates for the toll charges at the Lekki-Epe Expressway and Lekki-Ikoyi Link Bridge toll gates were implemented February 1 by the Lekki Concession Company (LCC), managers of the road.
But SERAP in a statement on Sunday by its executive director Adetokunbo Mumuni said, “This latest increase in toll charges at the Lekki-Epe Expressway and Lekki-Ikoyi link Bridge toll gates is unacceptable, as it conflicts with the goals and commitment of the Lagos State government to provide basic public services to citizens and residents. It seems the agreement between the Lagos State government and the Lekki Concession Company is no longer serving the needs of citizens and residents.”

According to the organization, “In the face of rising poverty and economic inequalities across the country, the Lagos State government should be considering eliminating toll charges rather than allowing the Lekki Concession Company to get away with overcharging citizens and residents and prioritising profits over the public interests. Unless the situation is satisfactorily resolved in the public interests, the government runs the risk of being viewed as beholden to special interests and out of touch with the public good.”
The statement read in part: “The hike shows how profit motive can conflict with public motive. Accountability principles require the government to ensure that the activities of the Lekki Concession Company align with the policies and activities of governance, and that the Company is not allowed to exploit its monopoly position to charge excessive rates.”
“It is the duty of the Lagos State government as custodian of the public trust, to take the public interests into account in assessing the activities of the Lekki Concession Company. The government is further obligated to prevent unnecessary and unjustified harm to the public trust and interests.”
“Both ‘pre-decision accountability’ in the form of consultation with citizens, residents and other stakeholders, and ‘post-decision accountability’ in the form of taking corrective measures to redress the apparent injustice to those that might be affected by the hike are key democratic and governance values.”
“Citizens cannot be mere recipients or purchasers of government services; they must also participate in the act of governance itself. The shift from a participatory role to a consumer role changes the role of individuals vis-a-vis their government from one of citizens to one of consumers. This itself erodes the ideals of a democratic society.”
“States contravene their human rights obligations when they fail to take appropriate measures or to exercise due diligence to prevent, punish, investigate or redress the harm caused by acts by private persons or entities.”
“At the Admiralty Circle Plaza (Lekki-Epe expressway), cars now pay N200 from N120; sports utility vehicles (SUV) now pay N250 from N150; while commercial buses now pay N150 from N80. Motorcycles now pay N100. At the Lekki-Ikoyi Link Bridge, saloon cars now pay N300 from N250; sports utility vehicles (SUV), mini vans, and light trucks now pay N400 from N300. Motorcycles will now pay N200.”

Emmanuel Macron and Rihanna may not usually move in the same circles, but the French president and pop star joined forces on Friday to champion education for the world's poorest countries.
The pair urged world leaders and donors to scale up support for schooling at a financing conference of the Global Partnership for Education (GPE) in Senegal's capital Dakar.
"This is a fight that we are never going to stop fighting until every boy and every girl has access to education," said Rihanna, GPE's global ambassador, to wild applause.
The Barbadian singer also called out presidents on Twitter - where she has 86 million followers - to honour their commitments in the lead-up to the summit.

JAMB extends deadline for registration


JAMB extends deadline for registration
till February 11, 2018.
The Joint Admissions and Matriculation Board, JAMB, has announced the extension of registration for 2018 UTME till February 11, 2018.
The spokesperson of the board, Fabian Benjamin, disclosed this in a press statement made available to PREMIUM TIMES on Tuesday evening.
The board had said in December that the sale of form and registration for all candidates including those from foreign countries will hold from December 6, 2017 to February 6, 2018.
“JAMB as a responsive organisation has taken the decision albeit with great hesitation to accommodate candidates who failed to register between the two months window period that ended at midnight of Tuesday, 6th February, 2018,” Mr. Benjamin said
The agency, however, said such extensions in future may involve some penalty.
“The failure of these candidates to register is unfortunate and the Board hastens to add that this culture of impunity will not be tolerated and indeed penalty may be imposed for late registration in future.
“Candidates are therefore strongly advised to take advantage of the extension to register as request for further extension would not be entertained,” the spokesperson said.
“For emphasis, 2018 UTME registration now closes at midnight of Sunday, 11th February, 2018.”
The board, however, said registration for direct entry candidates continues.
The board had also proposed March 9 to 17 as the date for the examination.
The Joint Admissions and Matriculation Board, JAMB, is a Nigerian entrance examination board for tertiary institutions.
The board is charged with the responsibility to administer similar examinations for applicants to Nigerian public and private universities, monotechnics, polytechnics and colleges of education. All of these candidates must have obtained the West Africa School Certificate, now West Africa Examinations Council, WAEC, or its equivalent, National Examination Council, NECO.

Oprah Winfrey has ruled out a run for the US presidency in 2020, saying that “it’s not something that interests me...I don’t have the DNA for it.”
After a powerful speech at the Golden Globes awards ceremony earlier this month, speculation had linked Winfrey with a run for the White House.

Winfrey, a multibillion-dollar media mogul and actress, had just become the first black woman to receive the awards show’s lifetime achievement award.

Her longtime partner Stedman Graham said on a possible bid at the time: “It’s up to the people. She would absolutely do it.”
But, Winfrey put to bed any rumours in a recent interview with In Style magazine. 
“I’ve always felt very secure and confident with myself in knowing what I could do and what I could not,” she told the magazine.

A cybersecurity scientist has issued a bizarre warning that sex robots could one day rise up and kill their owners if hackers can get inside their heads.
Last month, tech billionaire Elon Musk claimed that artificial intelligence could take over the planet, and he’s not the only one concerned about the dangers of killer tech.
With sex robots becoming increasingly popular and sophisticated, cybersecurity lecturer Dr. Nick Patterson revealed that the lifelike dolls could end up going all “Terminator” on us.
However, in the case of sex robots, the danger isn’t that the love dolls will end up developing minds of their own, “Westworld”-style.
Instead, the risk is that hackers could breach the realistic robots’ inner defenses and catch their owners with their pants down.
Patterson told Star Online that hacking into many modern-day robots, including sexbots, would be a piece of cake compared to more sophisticated gadgets like cellphones and computers.
The tech expert, from Australia’s Deakin University, said: “Hackers can hack into a robot or a robotic device and have full control of the connections, arms, legs and other attached tools like knives or welding devices.
“Once a robot is hacked, the hacker has full control and can issue instructions to the robot.”
The warning may sound a little far-fetched, but the robots run using an operating system just like a phone or PC.
And as with all devices, if that system is ever connected to the internet, then it becomes possible for hackers to break into it.
